Equipping Law Enforcement
The most dangerous perpetrators in America are repeat offenders who have to some degree, outsmarted the current system by getting away with violent crime. While the system focuses much of its time on those we can catch, many of the most dangerous, violent and repeat perpetrators are terrorizing more and more victims and families. The majority of killers and serial rapists have a predictable, and therefore preventable, pattern to their crimes.
When we educate about needed elements in a case and how to better prosecute cases before they escalate, we can prevent future crimes. Studies show when cases like these fail, the perpetrator goes on to commit even more heinous crimes, such as homicide, sexual assault, mass-shooting or the killing of police officers. With proper training, this gap can be closed. This platform provides both training and the necessary tools to effectively investigate crime and solves the challenges that often plague the criminal justice system.

By combining knowledge from experts in the field we can move to the conversation from awareness to action and accountability. There are break-throughs that are taking place in the field asphyxiation, including strangulation, suffocation, and drowning. After years of focus on improving the system response to intimate partner asphyxiation, a better understanding of this crime has unveiled another vulnerable population—infants, children, teens, and the human trafficking population. Strangulation is easily unidentified to the untrained eye and non-fatal injuries and deaths are often missed or mistakenly classified causing them to fall through the cracks. The training brings to light the strangulation model where law, medical and forensic interviewing are highlighted as keys to success. All those associated with the training will walk away with the tools they need to improve how their community responds to asphyxiation crimes against women and children. Through an in-kind donation provided by Recovery Network & Broadcast Systems, the interactive, video massaging platform has been provided both for training professionals and educating victims. The repurposing and customizing of the expandable interactive training courses and auto-populating victim education and case management platforms are to be developed. The objective is to produce over 20 existing and fully vetted training courses for online/mobile training through visual engaging techniques and 3D training scenarios. The sum of the raise also includes data storage and licensing.
RESPOND Plan – Development Explanation
Platform Development to repurpose the existing Recovery Network learning platform to the Respond Training platform. It will take an estimated three months and is a turn-key development costs eliminate the possibility of additional charges and include:
- Pre-Development Planning – RND review of users, product, competition, and navigation direction outline and graphic layout
- Coding – two code developers to repurpose Recovery Network app for Respond online and mobile training. Native application development for iOS, Android and Windows Mobile, HTML5-based Cross Platform application development using PhoneGap and Appcelerator Titanium
- Distribution – Provides ongoing distribution for the pilot project for one year and provides cloud infrastructure support to deliver content faster and smarter.
